Runtime configuration flag

The ModbusE interface allows the user to dynamically add and remove Ethernet nodes via the /pcf command parameter. The value of 1 nodes cannot only be enabled, disabled, added or removed, but all of the other node parameters can be modified without having to shut down and restart the interface
