Get operation attributes not yet assigned to an operation that can be edited by the specified user.

The response body is of type Array[Generated.Models.V3_OperAttr_GetAvailableAttrs].
OKAttributes that are not yet assigned to the operation and for which the user's
certification level is at or higher than the attribute's certification level are
returned. In addition, operation attributes that are not assigned a
certification and are not yet assigned to the operation are returned.
