Windows security must be set appropriately to perform specific tasks with notifications.

Can subscribe oneself to a notification and customize the subscription. |

Can subscribe others to a notification and customize their subscriptions. |

Delete |
Can delete a notification rule. |
|
Execute |
Can start, stop or reset a notification rule. |

Admin |
Can assign privileges to notification rules. |
