Stream updates

The Stream Updates feature provides a method for streaming incremental and most recent data updates for PI points and attributes on streams and stream sets without having to open a WebSocket. Markers are used to indicate the specific event in a stream where the client last obtained updates. A subsequent update is then obtained from that point onward.
