Initializes a new instance of PubSubMessageBuilder class with the specified parameters.

topic: The PubSub topic associated with this message builder.
headerData: The PubSub header data associated with this message builder.
status: The PubSub connection status associated with messages created by this message builder.
capacity: The initial capacity for the underlying PubSub message buffer.
publiclyVisible: Indicates whether GetBuffer can be called to expose the underlying memory buffer.
