Trigger-based and unsolicited inputs and output points

Location 4 should be set to zero for these points.

Note: Trigger-based Input and Unsolicited Input points will only receive data during Integrity Scans, Event Scans, or when the RTU sends unsolicited data for the particular object and index combination.

When defining unsolicited inputs, the xml configuration file must have the unsolicited node defined as <Unsolicited>1</Unsolicited> for the rtu.
