Start/Stop license server and reread license file

Whenever the license server is running and a change is made to the license file (ipassi.lic), the license server has to restart the license server or reread the license file for the change to take effect. For instance, after the administrator replaces a temporary license file with a permanent one, the administrator must stop and start the server, or re-read license file, to activate the permanent file. On the other hand, if a change is made to the options file (ipassi.opt), the license server has to stop and restart in order for the change to take effect. The controls on the Start/Stop/Reread tab serve these purposes.
