RULES as a proxy to RMS

From ALS version 3.0 and RULES enabled applications, the RULES license server acts as a proxy to the RMS server for all licenses. This applies to all licenses. One advantage of this approach is that the connection between the application and the ALS is TCP with RULES, rather than UDP directly with the RMS license server.
