Remarks
A UOMBaseClass object is used to define a UOMClass
in terms of a base UOMClass. The UOMBaseClass object
contains the base UOMClass and its associated power. For example,
Density is based on Mass / Volume, resulting in collection of base
UOM classes of {Mass=1, Length=-3}.
