What happens if I ignore the fractional parts of timestamps?

The user can specify a command line parameter, /IT=Y, that causes the interface to truncate the fractional part of each timestamp and send only whole-second timestamps to the Data Archive. In this case, the interface applies the above mechanism for handling ExcMax before the timestamps are truncated. The only difference is that in cases where a new value arrives after ExcMax elapses and before the extra holding time elapses, the interface performs an additional check before sending the exception value. If truncating both the timestamp of the new value and that of the exception value would result in those timestamps being equal, it does not send the exception value.
