Use the wizard to create and configure an Oracle database.
Creation Mode screen
Select the Advanced configuration checkbox.

Deployment Type screen
Under Template name, you must select Custom Database. This is important, because the other templates will not work with OSM.

Configuration Options
On the Character sets tab, make sure that Use Unicode is selected and the value is AL32UTF8.

Creation Option
Select the All Initialization Parameters button to access settings to configure.

Oracle initialization parameters
The All Initialization Parameters dialog appears.

Select the Show advanced parameters checkbox.

Click the Name column header to sort by name.

Locate the nls_length_semantics parameter.

You must change the nls_length_semantics setting from the default value to CHAR and select the Include in spfile checkbox.
