TRISIM does not accept unsigned 32-bit integer values

TRISIM expected 32-bit integer values transferred through simulation cross referencing to be signed values (-2,147,483,648 to 2,147,483,647). Several SCP block outputs would produce unsigned integer values (0 to 4,294,967,295). TRISIM input blocks would only see a range of 0 to 2,147,483,647. A new UOM conversion function converts an unsigned integer to a signed integer.
