Clean Up Orphan Status Links

Deleting status controlled elements leaves orphan STALNK elements behind, with their attribute CELREF reported as BADREF by Dice. A new PML function has been added to fix this problem.

Execute "!!stmcleanup()" on the command line to clean up all STALNKs with an invalid CELREF.
