Sequence Rules in the Rules list

A selected rule can be moved up or down in the list in order to set the execution order of the rule within the list.
Moving the rule up swaps the position of selected rule with the rule just above it. If selected rule is topmost in the list then option to move up is disabled.
Moving the rule down swaps the position of selected rule with the rule just below it. If selected rule is at bottom of the list then option to move down is disabled.
