The following are key points related to regional (cultural) settings:

CSV files and XML are neutral

TagLinker Runtime/Sim Export uses the current culture. The InTouch DBLoad utility also uses the current culture.

The Expression Editor uses neutral culture for literals.

Batch Manager uses the default regional settings for the operating system. You can change the regional settings by performing the following:
To change the region and language settings

In the Control Panel, open the Region and Language utility.

On the Formats tab, set the desired region.

Click the Administrative tab.

Click Copy Settings. The Welcome screen and new user accounts settings dialog box appears.

Select the Welcome screen and system accounts and New user accounts check boxes.

Click OK.
