Case sensitivity and piconfig

Windows program and file names are case-preserving, but not case-sensitive.

The piconfig commands, attribute names and table names are not case-sensitive, but the data are case-sensitive. The case-sensitivity on the timeout, firewall, and trust tables may be changed for both of these parameters by using the case command.
