Create a collective manually

You can utilize command-line tools to create a Data Archive collective manually, specifically the piconfig command. If you do create your collective using this command, you must initialize each secondary server manually as well. This is done automatically when you use Collective Manager to create a collective.
When creating a Data Archive collective, do not make configuration changes to the Data Archive server configuration databases, such as changes to PI points. If necessary, put Data Archive in stand-alone mode.
Note: For Data Archive 2017, the version of the primary member must match the version of the secondary member.
