Report template review cycles

Report template review cycles control the workflow from moving a report template from editing to approved status.

If the report template does not define a review cycle, any member of a group allowed to edit the report template can change the status from editing to approved.

Once a report template is approved, it is released to production and can be viewed and used to run reports through the RtReports generator.
