Finalize Sample Data command

When you set the FinalizeSampleDataCmd to True, the Final field in the Sample table is updated with a value from the Boolean attribute Final for the selected SampleID attribute in the SRO.

The value in Operator and EventDateTime attributes updates the finalized_by and finalized_at_* columns in the Sample table.

If the final flag for a sample is set to True, the finalized_by and finalized_at columns are updated with a non null value. Otherwise, the finalized_by and finalized_at columns are updated with a null value.
