Allow 3 as a possible value for rep_type, indicating a sub-report.

Before "last_edit_comment":

• Add "parent_rep" (string80, nullable) for the name of the parent report, if this report is a sub-report.

• Add "url_enabled" (logical, default false) to indicate whether the report has other reports linked to it via URLs, that will be stored separately in the WebCache.
