SPC_Event

Add "action_id" before "last_edit_comment" (int32, nullable) to identify the corrective action taken for this event. Add a set-null foreign key from this new field to corr_action.

Rename "last_modified_by" to "last_edit_by" and "last_modified_at" to "last_edit_at". Move "created_by" between these two fields and "created_at" after them.
