Note: This table is currently not used.
The cert_job_link table allows many-to-many relationship between defined jobs and certifications required to run the operation. Is an instance-specific (i.e job-specific) copy of cert_oper_link. If a particular certification is not required to perform a certain job, there is no record in this table, as opposed to there being a record with a certification level of 0.
