TPM_Stat

Add "hour_start_utc" and "hour_start_local" (datetime, not nullable) before "shift_id" to allow TPM statistics to be recorded in hour-long increments. These always start on the (local) hour. Make "hour_start_utc" part of the primary key and remove "shift_start_local" from the primary key. (Use Case 1310)
