The Priority 4 Normal Genie (named "sa_p4_normal") is used to represent priority 4 alarms for a status flag on an alarm indicator (see Use Alarm Indicators).

It is typically associated with the Genie Name property for an Alarm Priority (see Configure Display Properties for a Fourth Alarm Priority).
