ControllerOPAvailable custom property

The Boolean value of ControllerOPAvailable indicates if the output value from a variable control is available or not. When True, the controller output and numeric value show the output percentage from the ControllerOP custom property. When False, the controller output and numeric value show the commanded value from the ControllerOPCmd custom property.
