SpeedCtlPVCmd custom property

The SpeedCtlPVCmd value represents the commanded controller output percentage, which is shown with a small triangular icon beneath the variable control meter bar. When the SpeedCtlPVAvailable custom property is set to False, the variable controller meter and numerical value show the commanded value from the ControllerOPCmd custom property.
