Pen_RangeOperatingMax custom property

The value of Pen_RangeOperatingMax sets the maximum limit of a specified scale range of measured values shown on the SA_Trend_SinglePen symbol.
When a measured value is within the expected scale range set by the Pen_RangeOperatingMax and Pen_RangeOperatingMin custom properties, the scale values of a meter are adjusted to make it easier to see the measured value when the actual range is large.
When a measured value is outside of the specified scale range, full range flags appear at either end of a meter bar to indicate the meter is in full range mode according to the range set by the Pen_RangeFullScaleMin and Pen_RangeFullScaleMax custom properties.
