Closed status for work permit

Closed status
A new status named Closed has been introduced for the Work Permit entity.
The Closed status will be used when a work permit is finished and should never be activated again.
Guidelines

It will not be possible to create any processes when the Closed status is the From status.

A process from the Completed status to the Closed status will be created when the application is upgraded.

If a work permit is processed to the Closed status, the permit can never change its status back to another status. It cannot be processed anymore.
