Power users are typically P&ID Reports users or users that can consolidate and synchronize P&ID data / databases.
P&ID changes to P&ID reports databases using synchronize.
Restrictions in AVEVA P&ID:

Cannot create projects using the Project Wizard.

Cannot create new databases using the Project Administrator.
This user should have following server roles:

For P&ID Power Users, user mapping and database role membership for the Admin, Project and P&ID Report databases should be as follows:

With these access rights the P&ID Power User can:

Using the Project Wizard, create a project shortcut.

Using the Project Wizard, upgrade a project.
-
Open the Project Administrator and modify settings.

Create drawings, add entities and apply properties in the P&ID application.

Consolidate databases and create new columns in P&ID Reports.
-
Add/modify datasets in the Project Administrator.
