Detailed analysis data for time zones not on an hourly boundary

When viewing analysis data from a time zone that is not on an hourly boundary (for example, UTC+05:30), the data on the detailed analysis charts will be off by the minute portion of the time zone offset. The data is correct, but it is not displayed on hourly boundaries. This is due to data being pre-aggregated to maximize performance.
