The Use actual inventory value instead of inventory change value setting permits DR Solver to treat the closing tank inventory as a reconcilable (changeable) value.

There are two reasons to leave this checkbox unchecked:

It causes extra processing.

You normally would not want to reconcile a closing tank inventory, because that closing inventory serves as the next period’s starting inventory and errors would compound over time.
In special cases, you may wish to permit the inventory to be reconciled. Usually, the inventory change flow (in other words, inventory delta flow) is passed to the DR Solver algorithm to reconcile the objects around the tank. In order to permit the closing inventory to be reconciled, however, we need to change what is passed to the algorithm. It requires the opening inventory (which cannot be reconciled) and the closing inventory. If you check this checkbox, that is what gets passed. One value passed is yesterday’s inventory flow as input flow to the tank and the other value passed is today’s inventory flow as output flow from the tank. Only today’s value gets reconciled.
When there is a nonzero tolerance defined, this checkbox will cause out of service (zero-change) tanks to be handled differently, depending on the checkbox setting.
When the checkbox is not set, if the inventory change (or delta) is zero but the tolerance is not zero, the inventory change flow is reconciled (forced) to zero, since the tank is assumed to be out of service. Today’s reconciled inventory is thus deemed to be the same as yesterday’s inventory.

But if the checkbox is set, meaning that two inventory flows are used, today’s inventory flow is reconciled due to the balancing of the tank (allowed since its tolerance is not zero).
