Saturation Stop Condition

The conditions are met when there is a small amount of annotations to move and AVEVA E3D Whitespace Optimizer has enough time to exhaustively check the different annotation placement positions. As all annotation placement positions are checked, it is assumed that there is no way to further improve the result.
