A number of additional rules apply in downtime assignment:

Low level maintenance is preferred over high level maintenance

Maintenance actions with a maintenance effect Out of order underneath a fail cause with a function loss of 0 will be logged with a downtime of 0 hours.

The number of maintenance actions in the reports is not the exact number of times the maintenance occurred within a period but rather the amount of downtime segments for a particular action within a period. An action that is interrupted by another action and is picked up afterwards will cause 2 downtime segments to be written for that action.
A scenario that causes 3 downtime segments (Action1, Action2, and again Action1)
