You can add operation definitions only to the Operations Model node at the project root.

An operations definition is a core activity that occurs at a Site. For example, a mine site may have operations definitions of Cleaning, Pre-processing, Processing. You can add operation definitions under the Operations Model folder in the project hierarchy.
