Set Desired Port Number for Central Configuration and Enterprise Console During Installation

Enterprise Console and Central Configuration are virtual applications [or Virtual Directories] of a Website.
Virtual Applications URL contains the port number of a Website. Virtual applications always inherit the port number of a Website.
If the Website's port number (for the http binding) is changed, then automatically, Virtual Applications inherit the new port number (changed port number).
Example:
Consider the name of the Website is "Telematics" and it has the following two Virtual Applications:

CentralConfig
-
EnterpriseConsole
URL of "Telematics" Website is http://<computer123:8000/
Port number of http/https binding of the Telematics Website is 8000
Change the port number of the Telematics website to 8009
