The Read Only Reason option appears on the Meter Data Editor action menu when you cannot edit data for the row you have right-clicked on.
To open the Read Only Reason dialog

On the Meter Data Editor window, right-click on the desired read-only cell and select Read Only Reason.
The Read Only Reason dialog appears.
