Auto-approve third-party PPAs on a manual meter

If the CD_THIRD_PARTY_PPA configDesc setting is enabled, Auto-Approve Third-Party Prior Period Adjustment (PPA) appears on the Manual Meter tab of the Properties for Meter window.
When a manual meter is configured to use Manual Meter metering method, and when its data source is set to Third-Party meter, enabling the Auto-Approve Third-Party PPA will allow the system to automatically approve any changes to the meter after it is closed for PPA.
There are a few conditions that the data must meet in order to be eligible for auto-approval:

There needs to be at least one previous version of the record.

The previous version of the record needs to be observed, valid data.

The PPA data needs to be observed data.
The data will not go through the usual channel of pending PPAs, where the analyst may either accept or reject the information. Instead, it is accepted automatically, without analyst engagement.
