Last good value estimate

The system takes the most recent good value for the same meter or gas quality (GQ) and uses it as the estimate.

The value is determined to be good if it passed all enabled validation rules, or it is accepted as good data.

The system checks previous values as t-1, t-2, to t-n, where it finds the most recent value that was passed as good data. This value (Valt-n) is then used as the substitute value for Valt.
