Split record check

The system detects when field devices send split records.
For example, if a meter is defined as an hourly meter, the system detects any records that do not fall exactly on the hour. If the date/timestamp associated with a data set does not correspond to the defined end of the time period, such as the hourly timestamp being 08:04 A.M., and not 08:00 A.M., top of the hour, then the data fails this rule and is flagged accordingly. Daily records must fall exactly on the day.
Note: The split record applied to both Meters and Gas Qualities (GQs).
