Station close

The time that stations are closed depends on the CD_CLOSE_BY_DATE and CD_CONTRACT_HOUR, which are both set in configDesc. There is no per-station setting for contract hour.

If CD_CLOSE_BY_DATE = 'Y', then stations are closed at 12:00 A.M. in CD_CONTRACT_TIMEZONE.

If CD_CLOSE_BY_DATE = 'N', then stations are closed at the time specified by yourself in CD_CONTRACT_TIMEZONE.
