Contract hour configuration when CD_FIELD_DEVICE_AGGREGATES = N

When CD_FIELD_DEVICE_AGGREGATES = N, the aggregation calculations use the system contract timezone as defined by CD_CONTRACT_TIMEZONE and the Official contract hour configured for the meter.

Assume the following:

• System contract timezone = Mountain Daylight (UTC-6 hours)

• Official Contract Hour = 10 AM, wishing to change to 8 AM on April 4th

The transition to 8 AM should be made effective at April 4th at 8 AM, because the System Contract Timezone is congruent with the Official Contract Hour.
