Station balance connectivity

For station balancing, if the meter is connected to the station during the balance, it is included in the calculations, assuming that the data occurs within the start and end time of the balance.
Consider the following scenario, where the station-meter connectivity is aligned to the meter
Contract Hour (the contract hour in this scenario is different from the Global Contract Hour).

Global Contract Hour is set to 12:00 A.M.

Meter Contract Hour is set to 09:00 A.M.

Meter 1 is disconnected from station1 at 10/1 08:59:59 AM and connected to station2 at 10/1 09:00:00 AM

For station2, balance1 data (timestamped 10/1 12:00 A.M.) is calculated for station2 and will include the 10/1 09:00 A.M. data because the meter1 is connected to station2 during the balance day.
Balance2 data (timestamped 10/2 12:00 A.M.) is calculated for station2 and include the 10/2 09:00 A.M. data because the start time of the data is within the start/end time of the balance day and meter1 is connected to station2 at the start of the balance day.
