About accounting close

In order to use Accounting Close successfully, the following settings need to be enabled:

  • CD_ACCOUNTING_CLOSE must be enabled in the configDesc. This is a task that your Administrator will complete.

    In addition to enabling CD_ACCOUNTING_CLOSE in the configDesc, you must have the following permissions:

    • Meas Accounting Close: This permission allows you to close/un-close stations, line segments, sub regions, regions, and companies.

    • Meas Accounting Object Modify. This permission allows you to create accounting objects (Measuring Stations, Line Segment, Sub Regions, Regions, and Companies). It allows you to modify most fields in the properties of an accounting object with the exception of the following:

      • Close Groups (for this, Meas PPA Config permission is required).

      • Organization (for this, Meas Contract Connectivity permission is required).

      • Station Lagged Alt. Validation (for this, Meas Object Connectivity permission is required).

        Note: During installation, if you have not enabled CD_ACCOUNTING_CLOSE, Meas Accounting Object Modify will not be listed as a permission. After installation, if you decide to enable the CD_ACCOUNTING_CLOSE in the configDesc, however, it will be listed as a permission in the Properties of User within the User Summary.

    • Meas Accounting View. Allows you to view the Accounting Close Summary window and data.

AVEVA Measurement Advisor allows you to create groups of physical stations which can be closed after it is confirmed that the information provided by each station, and by extension, each meter attached to the station is correct. Grouping the measuring stations makes the process of closing more efficient.

Knowing that the Measurement data received from the physical station is correct, the Accounting Close, responsible for closing accounting objects before billing, can proceed. When the physical measuring station is closed, the system will automatically attempt an Accounting Close for that station. For more information, refer to About an automatic accounting close

There are a number of rules associated with the Accounting Close that will prevent you from using it incorrectly:

  • Before you can perform an Accounting Close on your desired accounting object, you must have performed a close associated with the physical measuring station. This will help you ensure that the measuring station is providing accurate information before proceeding with the Accounting Close.

  • Logical stations that are only connected to meters that are not associated with a physical station can be closed without closing the measuring station first.

  • Balancing cannot be performed on the accounting object at the same time as the Accounting Close. You must have performed balancing on the accounting object before you can perform an Accounting Close.

  • When a lower-level object is closed, the connected higher-level objects are marked as partially closed. This differentiates objects that are open from objects that have some of the lower level objects closed (it impacts how Prior Period Adjustments (PPA) are created and applied).   • If you have partially closed the object, you cannot close for a period that is different than the partially-closed period.

  • Closing a higher-level accounting object (e.g., a Region) will close all of the lower level accounting objects.

  • When an accounting object is closed, the data at the close is recorded in a separate table so there is a record of the values at close. The closed balance data can be viewed in the Closed / PPA Data window, accessed off of the associated Balancing Object Summary window (e.g., the Line Segment Summary window).
