Run ratio estimate

The Measurement system will calculate the estimated data based on the volume ratio of the data for the meters at the same physical station. The number of periods to include in the calculation is configurable. Only periods that have valid, accepted or flagged data for all meters at the station (excluding the destination meter) are included. This estimation is only available for meters but is not available for estimating irregular meter data.
