The Pipe Slope Element Editor window is a dual purpose window with create (default) or modify functionality.
In practice a SLOELE stores 4 angles, during modelling the only angle considered is the default slope angle. The other angles define a range which is checked by Data Consistency Checking Utility (DATACON):

minimum slope angle to maximum slope angle is an allowable range

minimum vertical angle defines a point where the slope is not considered.
Note:
Offtol is an attribute which allows the direction of a ppoint to vary by a small amount. It is used on piping components where slopes are applied. They are designed to replace zero length bends which are commonly used for slopes. When pipes are sloped, it often means that the welds between the components and tubes need to be adjusted so that a slope is introduced. Offtol controls the angle of this process, in AVEVA Catalog, the Offtol attribute is set to 12 degrees to allow for a maximum possible slope of 1 in 5 (11.7 degrees).
