Create Center Line and Base Line Ruler

Adds a center line and a base line ruler to an orthogonal view.

You are prompted to Select view

Note:
The prompt does not display if a view is already selected.

Click to identify the view, the rulers are created and positioned at the center line and base line of the view.

The new GRDRLR element displays in the Draw Explorer.
