The "Insert" menu, when a Procedure is open in edit mode and selected in the Procedure Builder Workspace, provides the following options.

Group: Adds a Task Group as a child of the selected Node.

Decision: Adds a Decision as a child of the selected Node.

Task: Adds a Task as a child of the selected Task Group or Decision.
