Convert Text File License to update registry

The AVEVA Production Management license is available as a file named AVEVA Production Management.PM.LIC.

However, previous versions of AVEVA Production Management will expect license details in the Windows system registry. To support older versions of AVEVA Production Management we provide a tool to read the license file and update the registry.
