Item default state and startup

By default, the RunState for new items is set to Stopped so that you can configure the properties. When you are ready, you can manually start them. See, See running status of item.

Item startup
The next time you restart the server, saved items start automatically with two exceptions:

The item does not start if the StartupMode property for an item is set to Manual.

The entire project starts in a non-running state if the project configuration key is set to False. For more information, see Set the StartProject key to False.
