Extract Hierarchies

It should not be necessary to change the extract hierarchy, or to consolidate data within extract hierarchies. Therefore the System Administrator should not need to FLUSH, ISSUE, DROP data between extracts (working extracts are an exception to this). Nor should they need to delete any extract families to leave only Masters. However all extracts will need to be relocated to a single location, although this does not need to be the HUB.
